Terms of Service (Public Offer)

1. General provisions

  1. 1.1.This document is a public offer by Tara Rasimovna Einullaeva, a self-employed professional income tax payer registered in the Russian Federation, taxpayer ID (INN) 772704766945 (the “Consultant”), to enter into a paid information and advisory services agreement on the terms below (Articles 435 and 437(2) of the Civil Code of the Russian Federation).
  2. 1.2.The agreement is concluded when the offer is accepted. Payment for the service constitutes acceptance (Article 438(3) of the Civil Code of the Russian Federation). By paying, the Client confirms that they have read and fully agree to these terms.
  3. 1.3.The Client must be an adult with full legal capacity — the patient, or a relative or authorised representative. If the Client shares another person’s documents, the Client confirms that they have that person’s (or their legal representative’s) consent.
  4. 1.4.This offer is published at einullaeva-onkologist.com. The Consultant may amend it; a new version takes effect when published and does not apply to services already paid for.
  5. 1.5.This English version is provided for convenience. If it differs from the Russian version, the Russian version prevails.

2. Subject of the agreement

  1. 2.1.The Consultant provides the Client with an information and advisory service on oncology in the form of an online consultation (the “Consultation”), and the Client pays for it.
  2. 2.2.The Consultation is not medical care or a medical service. During the Consultation the Consultant does not make a diagnosis, does not prescribe or stop treatment, does not issue prescriptions and does not issue medical documents. The Consultant explains the Client’s existing medical records, standard approaches to treatment under clinical guidelines, and questions worth discussing with the treating doctor. Decisions about tests and treatment are made by the patient’s treating doctor in person.
  3. 2.3.The service includes: review of the documents provided by the Client in advance; a video consultation on Zoom lasting up to 60 minutes; and a written summary with the key conclusions and questions for the treating doctor, sent within the time agreed when booking.
  4. 2.4.The service does not include: emergency or urgent care, monitoring of the patient between consultations, answering follow-up questions outside the consultation, review of new documents, or re-examination of pathology slides.

3. How the service is provided

  1. 3.1.The Client submits a request on the website or messages the Consultant’s assistant on Telegram (@tara_assistent).
  2. 3.2.The assistant contacts the Client, clarifies the question, sends a list of the documents needed and agrees the date and time of the Consultation.
  3. 3.3.The Client shares the documents before the Consultation in the way agreed with the assistant (not through the website form) and pays for the service. After payment the Client receives a link to join.
  4. 3.4.The Consultation takes place at the agreed time. The Client needs a device with a camera, a microphone and a stable internet connection. The patient and one or two family members may join.
  5. 3.5.The service is deemed fully provided once the Consultation has taken place and the written summary has been sent. No acceptance certificate is required; if no written complaint is received within 3 days of the summary being sent, the service is deemed accepted.

4. Price and payment

  1. 4.1.The price of a Consultation for clients paying from outside Russia is 130 € or $145; for clients in Azerbaijan, 245 ₼ is also accepted. Payment is made by card through Tribute using a link sent by the assistant. Bank and payment service fees and currency conversion costs are paid by the Client.
  2. 4.2.For clients paying in Russia the price is 10 000 ₽, paid by bank transfer or the Faster Payments System.
  3. 4.3.Payment is made in full in advance. The Consultant is not a VAT payer.

5. Rescheduling, cancellation and refunds

  1. 5.1.The Client may reschedule the Consultation by notifying the assistant at least 24 hours before it starts. One reschedule is free of charge.
  2. 5.2.If the Client cancels at least 24 hours before the Consultation, the payment is refunded in full. If the Client cancels later or does not attend without notice, the payment is not refunded, although the Consultant may offer a new time at their discretion.
  3. 5.3.If the Consultation does not take place through the Consultant’s fault or because of technical problems on the Consultant’s side, the Consultant will, at the Client’s choice, reschedule it to the nearest convenient time or refund the payment in full.
  4. 5.4.If the Client is late, the Consultation is held in the remaining time and is deemed fully provided.
  5. 5.5.Refunds are made by the same method as the payment within 10 business days of the Client’s request. The time it takes for the money to arrive depends on the bank and payment service.

6. Rights and obligations

  1. 6.1.The Consultant undertakes to review the documents before the Consultation, hold the Consultation personally at the agreed time, send the written summary, and keep all information confidential.
  2. 6.2.The Consultant may request additional documents if the question cannot be answered without them, and may decline to provide the service and refund the payment if the question is outside the Consultant’s expertise or requires an in-person examination.
  3. 6.3.The Client undertakes to provide accurate and complete documents, to join the Consultation on time, and not to use the Consultation instead of seeking emergency care.
  4. 6.4.The Consultation may be recorded only with the Consultant’s consent.

7. Limitation of liability

  1. 7.1.The Consultant’s conclusions are based on the documents provided by the Client. The Consultant is not liable for consequences arising from incomplete or inaccurate documents.
  2. 7.2.The Consultant does not guarantee any particular treatment outcome. Treatment decisions are made by the patient together with the treating doctor; the Consultant is not liable for decisions made without the treating doctor.
  3. 7.3.If the patient’s condition suddenly gets worse, call your local emergency number — do not wait for the Consultation.
  4. 7.4.Neither party is liable for failure to perform obligations due to force majeure, including outages of communication or video services beyond the parties’ control.

8. Personal data and confidentiality

  1. 8.1.The Consultant processes the personal data of the Client and the patient in accordance with Russian Federal Law No. 152-FZ and the Privacy Policy published on the website.
  2. 8.2.By sharing medical documents with the Consultant, the Client consents to the processing of the health information they contain solely for the purpose of providing the service. If the documents belong to another person, the Client confirms that person’s consent.
  3. 8.3.Information obtained during the Consultation is not disclosed to third parties, except where required by law.

9. Complaints and disputes

  1. 9.1.Complaints should be sent to the Consultant in writing via Telegram @tara_assistent. The Consultant will respond within 10 business days.
  2. 9.2.Disputes are resolved by negotiation and, failing agreement, by the courts at the Consultant’s place of residence in accordance with the laws of the Russian Federation, unless consumer protection laws provide otherwise.
  3. 9.3.This agreement is governed by the laws of the Russian Federation.
